One application.
Several systems and responsibilities.

A permit application can pass through intake, records, departmental review, an authorized official and a system that issues the permit.

People often carry those connections through email, shared folders and status calls. A defined application keeps the submission, waiting parties, unresolved obligations and next action together.

Required reviews, official determination and reported issuance and notice results are available in this completed path.

01 / Receive & registerApplication received

Give the applicant and staff one case reference.

An applicant submits an event-permit application. The application records submission AP-402 r1, associates the applicant and jurisdiction references, and retains the acknowledgement from the existing case system.

What people can do

The applicant sees receipt and any required next task. Intake staff can inspect the submitted information and resolve identity or jurisdiction exceptions within their authority.

What the application carries

Establish the agency, program, jurisdiction, purpose and case scope from trusted application context. Validate required fields and known identifiers; receipt does not itself establish permit eligibility.

Connected case record

Next responsibility

Associate the relevant official records and establish the prerequisites for departmental review.

02 / Assemble recordsReview context ready

Separate what is in the file from what this review needs.

The case links the submitted plan, relevant official records and the applicable program-rule version identified for this review. Required-field and prerequisite checks are recorded separately from any AI-prepared summary.

What people can do

The caseworker can inspect the selected records, sources, effective dates and outstanding questions. The applicant sees their permitted submission and requests, not the entire internal file.

What the application carries

Assemble eligible context for the current task. Keep authoritative facts, derived calculations, retrieved evidence and model proposals distinct; retain versions and source references used at the review boundary.

Connected case record

P-402 · context CP-402 r1 · record set RS-402 · program rules PR-7 · prerequisite results V-402

Next responsibility

Assign the required department reviews with an explicit owner, due-time basis and next action.

03 / Coordinate reviewsRequired reviews complete

Keep departmental work and deadlines attached to the case.

In the completed path, the designated departments return the required findings for AP-402 r1. The case records each response and resolves the associated review tasks before moving to an official determination.

What people can do

Department staff see the material and task assigned to them. The caseworker and supervisor see which reviews are complete, which are waiting and who owns follow-up.

What the application carries

Preserve case state through department waits, staff changes and scheduled events. Record the source, due time, status and escalation behavior of each configured deadline; recheck current assignments when work resumes.

Connected case record

P-402 · reviews DR-402A and DR-402B received · timer T-402 satisfied · required review tasks complete

Next responsibility

Present the exact reviewed application, findings and applicable requirements to the authorized official.

04 / Record determinationDetermination recorded

See the application behind the official decision.

For this case, the authorized official approves issuance proposal IP-402 r1 for application AP-402 r1, with the recorded permit scope and conditions. Determination D-402 retains the basis and reviewer authority.

What people can do

The official can inspect the eligible records, department findings, deterministic checks and any AI preparation. They can request more information, return the case or make the designated determination.

What the application carries

The determination is linked to the case, reviewed submission, proposed action, applicable rules and official authority. A model's summary or recommendation remains distinct from that determination.

Connected case record

P-402 · AP-402 r1 · IP-402 r1 · D-402 · PR-7 · reviewed records and authorized official recorded

Next responsibility

Revalidate the proposal, current authority, case state and outstanding obligations before issuance or disclosure.

05 / Issue & communicateIssuance confirmed

Verify the official effect and the permitted notice.

The licensing system reports permit PER-402 issued against the authorized proposal. The communication service separately reports the reviewed notice sent to the approved recipient. Both results link to the determination.

What people can do

The applicant can see the permitted outcome and conditions. Staff see the destination’s reported issuance, notice status and any unresolved operation instead of inferring success from a submitted API call.

What the application carries

Check current authority, proposal identity, recipient and required conditions at invocation. Retain stable operation references and separate responses; reconcile ambiguous results before deciding whether another attempt is appropriate.

Connected case record

P-402 · D-402 · issuance operation ISS-402 · PER-402 reported issued · notice N-402 reported sent

Next responsibility

Confirm that the required outcomes satisfy this process’s completion criteria and preserve their decision history.

06 / Retain & revisitIssuance case completed

Keep the determination answerable after the handoff.

The issuance case is complete against its configured criteria. Its selected records, rule version, human determination, issuance result and notice remain connected under the applicable retention requirements.

What people can do

An authorized later reviewer can investigate the original basis. A records officer can follow a separate release process. A new submission or appeal can open linked work with its own current assignment.

What the application carries

Preserve the original path and relevant version evidence. Re-evaluate present-day access and authority; historical participation does not grant current permission. Record subsequent reviews without silently rewriting the earlier determination.

Legal criteria, deadlines, disclosure duties and official authority are defined for the jurisdiction and implementation.

Keep the records that mattered.
Carry unfinished work forward.

A file inventory, a determination record and an outstanding obligation answer different questions.

Preserve the relationships needed to explain what shaped an outcome and what still needs to happen. Keep official records authoritative in their designated systems.

A deadline is part of case state

Know which obligation a deadline represents.

See the deadline's source, due time, status, owner, escalation and resulting obligation with the case. When it is reached, the configured rule determines the next step and its result remains in the record.

A procedural review reminder and a statutory deadline may require different behavior. Define those rules explicitly; neither a calendar event nor a model guess establishes the legal consequence.

Resume under current authority.

Carry state through records requests, department waits and staff turnover. Recheck the relevant assignment, case state, deadlines and authority before the next consequential action.

Durable state and human review

Revisit the original basis for a determination.

Inspect retained rule versions and source revisions. Later corrections or appeals add connected reviews while preserving what was available for the earlier decision.

Historical reconstruction

Retain evidence with its controls.

Use appropriate references, digests and selective snapshots without making an unrestricted copy of every record. Identify missing evidence and apply current authority when inspecting it.

Provenance and decision lineage

Keep participation connected.
Keep authority specific.

Applicants, caseworkers, supervisors, records teams and oversight roles need different views and actions.

Resolve authority from trusted identity and business scope, including agency, program, jurisdiction, case, purpose and classification. Prompts can express intent; they do not grant access.

Authority, access and workload evidence
Two different authorized processes

What may be released? What shaped the decision?

A records request may ask what exists and is releasable. An appeal or oversight review may ask what influenced a determination. Connect the records and decision history while giving each process its permitted evidence and review responsibilities.

Build around the process
your agency needs to complete.

Casework, permitting, programs, records and services can share application infrastructure while retaining their own rules and official responsibilities.

These are application families. Define the exact records, participant scope, determinations, operations and completion criteria for each one.

01 / Casework

Case and records administration

Connect requests, official records, correspondence, investigation, human determinations, resulting actions and later review.

02 / Programs

Benefits and eligibility administration

Assemble authoritative program facts, defined calculations, missing information and exceptions for authorized determination and notice.

03 / Permits

Licensing, permitting and certification

Coordinate submissions, prerequisites, verification, fees, official review, issuance or renewal, and the resulting evidence.

04 / Funding

Grants and program funding

Connect submission packages, exact program checks, review preparation, conflict checks, human evaluation, award administration and follow-up.

05 / Records

07 / Service

Constituent and public-service resolution

Give residents, businesses and other participants a permitted view of requests, service actions, escalations and communications.

08 / Knowledge

Internal records and knowledge workspaces

Bring eligible procedures, precedents, program guidance and related records into a case through permission-aware retrieval and context assembly.

Choose a case
you can follow to an accountable outcome.

Begin with a process where staff currently reconnect records, departmental work, rules and communications by hand.

Select a manageable program boundary and supported systems. Include the waiting, escalation and changed-submission paths that prevent real cases from completing.

  1. 01

Define the finish and the official authority.

Name the case, jurisdiction, participants, designated determinations, required notices and authoritative system results. Make unresolved obligations visible.

  2. 02

    Map records, rules and time.

Identify eligible source records, rule versions, exact checks, deadline sources, retention and disclosure requirements. Specify placement and access for the complete workload.

  3. 03

    Prove completion and safe continuation.

Walk through a completed case, an overdue review and a changed application. Show revalidation, the current owner, actual destination results and the record available for later review.

Maintain the application

Keep screens, case data, rules, workflows, integrations and evidence relationships inspectable together. Assess changes against retained cases, define how in-flight work continues and preserve the versions behind earlier determinations.

Visual orchestration and contracts
Practical questions

Before the first case.

Keep the designated source systems authoritative for the records and transactions they own. Frozion composes the cross-system application, participant experiences and governed process through supported interfaces.

The implementing organization defines the applicable program rules, jurisdiction-specific legal criteria, official authority, deadlines and disclosure obligations. The application preserves and enforces the configured process; this page does not supply those legal rules or establish compliance.

Use defined logic for known calculations, required fields, code mappings, deadline arithmetic and state checks. AI can help interpret documents, extract information, summarize, organize evidence and draft explanations. Keep its proposals distinct from verified facts and official determinations.

Preserve the case state and prior evidence, then re-evaluate current assignment, authority and relevant conditions. A changed application may need renewed departmental review or a new determination before an earlier approval can support an action.

A missing response does not establish whether the destination applied the operation. Retain the operation identity and available result, then reconcile through supported destination checks before deciding whether to retry. Issuance and communication results remain separate.

Historical access is subject to current authority and the purpose of the review. Use permitted references and evidence views. Reconstruction depends on retained source revisions and execution evidence; new facts or new model runs do not silently replace the original record.
